Working with Children Check · Victoria

WWCC-first. Employee vs Volunteer. Do not start.

KeepClear is a monthly clearance desk for Victorian local government. It watches Working with Children Checks for employees, volunteers and labour-hire — card type, expiry, organisation-on-record — and raises a do not start flag when the law says stop.

Not a Rapid Global clone. Not a WWCC register. Not Service Victoria. We wrap the official checker with reminders for people you roster.

Card type

Employee vs Volunteer

Paid child-related workers must hold an Employee clearance, not Volunteer. Councils already write this into careers FAQs (Cardinia: employer-based; Shepparton: Employee status required). KeepClear flags the type as well as the date.

Organisation on record

List the council so WSU can notify

Seeing the plastic card is not enough. The worker must list the organisation so the Worker Screening Unit can notify on change or cancellation. KeepClear reminds when the council is missing from the record.

Do not start

Interim exclusion, exclusion, interim bar, suspension, lapsed

Victorian organisations must not allow child-related work on interim exclusion, exclusion, interim bar or suspension. A lapsed check is still a stop. KeepClear’s flag is operational language for that duty — not a legal opinion.

Service Victoria wrap

Official status checker: single lookup or bulk CSV (up to 1,500 rows). That is a lookup, not a workforce register. We wrap reminders around it. We do not scrape the register and we do not replace it.

Early childhood

October 2025 scheme changes. A person cannot start in an early childhood service while an application is pending. Services must keep WWCC or VIT current. Worker Screening Act 2020 — never the repealed 2005 Act.

Legal obligations

Organisations’ duties are published on vic.gov.au (updated 24 July 2026 on the 30 August research pass). KeepClear is software beside that duty, not a substitute for advice.

KeepClear does

  • Employee vs Volunteer card type
  • Expiry alerts before the date
  • Organisation-on-record reminder
  • Do-not-start for exclusion / bar / suspension / lapsed
  • Employees, volunteers and labour-hire in one desk

KeepClear does not

  • Clone Rapid Global’s contractor product
  • Become Service Victoria or a WWCC register
  • Replace TechnologyOne, Aurion or Chris21
  • Run payroll, STP or Payday Super
  • Sell outside Victoria’s 79 LGAs
