Agency educators and parks crews. Your sites, your duty.

Council websites almost never mention labour-hire as a third worker class. Rapid Global already covers contractors on named council pages. KeepClear covers the people you roster — agency early childhood, outdoor crews, seasonal rec — with Employee card type, expiry and do-not-start.

Not Rapid

Contractors vs people you roster

Rapid’s Victorian council pages productise contractor OHS and a signed child-safe PDF. That is not an employee or labour-hire WWCC register. We do not clone that lane.

Host duty

On your sites

When an agency educator or parks labour-hire starts on a council site, the host still needs a current, correct-type check before work begins. Spreadsheets lose agency rotations first.

Public web gap

Almost never named

On the 30 August 2026 research pass, Wyndham, Knox, Casey and Frankston name contractors in child-safety copy. Labour-hire / agency as its own cohort with WWCC type and host-employer duty is not a public-website feature. That absence is the gap.

WWCC-first for rostered agency staff

Same rules as employees. Different cost centre.

What KeepClear tracks

Employee WWCC (not Volunteer), expiry, organisation-on-record, interim exclusion / exclusion / interim bar / suspension, and a do-not-start flag before the shift.

What stays with the agency / ERP

Pay, award, STP and Payday Super stay with the labour-hire firm or your payroll engine. KeepClear does not become a second ERP or a contractor OHS platform.

Growth-interface councils (Casey, Melton, Wyndham, Hume, Whittlesea and peers) feel this volume first — kinders, rec, seasonal outdoor. See 79 LGA directory.
