Exclusion · interim bar · suspension · pending

Do not start is a legal status. Not a spreadsheet cell.

Victorian organisations must not allow work on interim exclusion, exclusion, interim bar or suspension. Seeing the card is not enough. KeepClear raises a live do-not-start flag, keeps organisation-on-record reminders, and holds audit history. Service Victoria’s checker is a one-shot lookup — single card or CSV up to 1,500 rows.

What you get Lookup answer at the moment you query. Single card or CSV (cap 1,500). Operational do-not-start on the clearance desk beside the ERP.
Exclusion / bar / suspension You must re-run the file to see a change overnight. Flag when status moves to interim exclusion, exclusion, interim bar or suspension.
Organisation on record Does not remind you the council is missing from the worker’s file. Reminds when the Worker Screening Unit cannot notify because the organisation is not listed.
Audit history No trail a P&C lead can show later. Expiry clock and status history for people you roster.
Early childhood pending Will not roster-block a kinder casual on a pending application. October 2025: cannot start in an early childhood service while an application is pending.

The duty is live status. A hire-day photocopy is not.

These are Victorian facts, not testimonials. KeepClear has no claimed customers.

Organisations’ legal obligations

Check status before the worker starts. Do not allow work on interim exclusion, exclusion, interim bar or suspension. Know when workers’ and volunteers’ clearances expire. Paid child-related workers need Employee, not Volunteer. The worker must list the organisation so the Worker Screening Unit can notify on change or cancellation.

What organisations need to know

Victorian organisations must check Working with Children status before the worker starts. Listing the council so WSU can notify is part of that duty — a photocopy in the onboarding pack is not.

CSV is a batch, not a product

Service Victoria’s bulk checker accepts up to 1,500 rows under 1 MB. Useful the day you run it. It will not know whose Volunteer card expires in six weeks, whether the council is listed, or that a pending kinder application is a stop.

What council sites still miss

Every LGA site in the research sample treats WWCC as a hire-day checkbox. None publishes a staff register, Employee-vs-Volunteer engine, labour-hire tracker, or do-not-start flag for existing workers.
